まず韓国は，ＦＴＡで製造業が生産する輸出品の関税を撤廃してもらって，輸出をやりやすくする代わりに，農産物輸入時の関税も同様に撤廃している．
だから，韓国は自給率が20％台前半で，40％の日本の約半分．これは食料安全保障の観点からかなり危うい状況だ．
また，そのような状況であるから，韓国の農業というのは実質崩壊していて，いわゆる限界集落のような地域にはほとんど人も住んでいない状態．
また，多くの農村地域では，もう農業をやっておらず，ＦＴＡ締結の結果として入ってきた外国人労働者が，老齢の韓国人農家の介護をやっている．
農家への所得保障をする財源もないため，韓国政府は，農業廃業の手引きを率先してやっている．
名実ともに，韓国は農業を「捨てた」のだ．

ちょっと厳しい言い方かもしれませんが、サムスン電子やＬＧ、現代自動車のビジネスを後押しするために農業を犠牲した、ということはありませんか？
Yes, that is a common criticism what we are now hearing. We understand. We understand the arguments by agriculture sectors that agriculture has now been sacrificed by other manufacturing sectors. Actually, their argument is quite legitimate. It is not easy to handle all these issues. Politically, it is a very difficult process to appreciate agriculture sectors. But we always explain to them we cannot live with a closed-door policy forever.
We have to open in order for Korea to survive. Korea's dependency on trade is very high. Without opening our markets, we cannot make more exports. And then there is one single argument we just can make, but in spite of that the agriculture sector is appealing that we cannot compete with other countries' agricultural products. Then, actually, very serious discussions have been made between the agricultural sector and the government.
